When Silly String is outlawed, only outlaws will have Silly String

"Hollywood residents and businesspeople tired of being in the silly-string crossfire every Halloween have asked officials to ban the colorful streams of compressed foam. Los Angeles City Councilman Tom LaBonge ... said the non-biodegradable foam can fall into storm drains and harm marine life, and also can endanger police, particularly those on horseback. ...
